由於傳出台新金控將在下周三（8/28）彰化銀行董事會提案，限縮原屬總經理的人事權，不利公股掌控經營，引發彰銀工會反彈，要求金管會處理，對此，金管會主委曾銘宗指出，彰銀內部職權分層負責的調整，應會依公司治理原則進行，他也相信彰銀的分層負責與同業無太大差異。

金管會23日舉行普渡拜拜，曾銘宗帶領員工祈求「風調雨順、金融業蓬勃發展」，不過，由於傳出台新金在下周三彰銀董事會又將有所動作，引起彰銀工會反彈，曾銘宗也再度被媒體問及彰銀案。

根據彰銀工會指出，台新金在8月2日對外表示「放緩腳步，加強溝通」，卻「表面休兵、暗地裡小動作不斷」，將在8月28日的董事會將原屬總經理的人事權限縮納入議程，要求金管會應設法遏阻台新金控囂張、玩法的脫序行為。

對此，曾銘宗受訪時則表示，據了解，台新金已暫緩合併案推動，對於彰銀內部職權分層負責的調整，這屬於公司治理問題，銀行業採一般分層負責，他相信，彰銀應該會依據公司治理原則與同業分層負責方式，加以調整。
