無商不姦，要讓企業家按時按量支付員工工資，僅僅是罰款可能還不夠。今（2013）年10月起，英國政府將開始嚴格執行一項現行法律，即向全社會公佈那些不支付工人最低工資的「不要臉」企業家姓名，公開羞辱譴責他們。

事實上，自2011年1月1日起，英國就已經開始實施將不支付工人最低工資的企業家名字公之於眾的法律規定，但需要滿足7個條件，其中包括拖欠工人最低工資累計達到2000英鎊（約9萬新台幣）。

這種「苛刻」的條件，使得在2012年，儘管英國財政部認定有736名企業家未按時支付最低工資，共拖欠超過2.65萬名工人約390萬英鎊，但卻只有一名企業家的名字被公開。

因此，英國政府決定取消這7個條件，簡化公開程序，也就是說，今後，任何未支付最低工資的企業家，均有可能被公開姓名。

英國商業、創新和技能部勞動關係問題負責人斯文森說：「這項規定明確告訴企業家，如果不支付最低工資，除了要繳納罰款外，他們還將承擔名譽上的損失。」
